Solar Panel Installations Rise for Rental and Detached Homes as Condominium Adoption Declines Ahead of Tokyo’s 2025 Mandate, Reports LIFULL HOME’S

Beginning in April 2025, the Tokyo Metropolitan Government will mandate that businesses—such as housing manufacturers supplying over 20,000 square meters of floor space annually in Tokyo—install solar power systems in newly constructed residential buildings. In anticipation of this mandate, LIFULL HOME’S, a real estate and housing information platform operated by LIFULL Co., Ltd., conducted a survey on the current state of solar panel adoption and property prices for solar-equipped homes.   

LIFULL HOME’S analyzed year-on-year trends in property listings featuring the term “solar power generation” across three regions: nationwide, Tokyo, and Tokyo’s 23 wards. Rental listings featuring solar panels have steadily increased across Japan since 2021, surging by 253% year-over-year in 2024. Tokyo has followed this national trend, with a sharp rise in listings, particularly since 2023.

Detached houses exhibit a similar nationwide trend, with listings continuing to grow. In Tokyo, however, listings of solar-equipped detached homes fell from over 12,000 units in 2022 to just under 3,000 in 2023. Listings slightly recovered in 2024, surpassing 3,000 units.

In contrast, condominium listings have seen a consistent decline in solar panel installations across all three regions, a trend that continued through 2024.

Moreover, the prices of solar-equipped detached houses and condominiums remain significantly higher than those without—by approximately 25 million yen and 50 million yen, respectively.
